Plans to transform Adelaide’s inner west to support more homes and create vibrant mixed-use neighbourhoods are now open for community feedback.

The state government has begun consulting on planning changes across parts of Hindmarsh to enable more people to live close to public transport, jobs, education, recreation and everyday services.

The changes would allow building heights of up to 20 storeys in parts of Hindmarsh along Port Road between Park Terrace and South Road and extending back to Manton, Holden and Adam Streets.

Building heights across this area are currently capped at either 2 or 3 storeys.

The changes, part of the Inner West Code Amendment, will rezone the land for medium to high-density housing and mixed-use development, while retaining local jobs and businesses.

Outside of the CBD, currently only a small parcel of the Glenside redevelopment is zoned for buildings as high as 20 storeys.

The changes complement previous changes to building heights made at the Southwark Grounds development, with building heights raised to 14 storeys across Port Road.

The Code Amendment will also change the rules for parking in the inner west, enabling a precinct approach to off-street car parking for homes at Southwark Grounds, allowing car parking to be provided in a consolidated manner rather than on a development-by-development basis.

The proposal also seeks 15 per cent affordable housing in developments with 20 or more homes or residential allotments in areas proposed for rezoning.

Existing rules in the Planning and Design Code will apply to taller buildings and require careful design to respect existing neighbouring properties, as is currently the case in other infill areas such as Kent Town and Bowden.

The inner west has been identified as a Strategic Infill Area in the Greater Adelaide Regional Plan and an important location for new housing close to the city.

At the same time as increasing housing capacity in this strategic location, the code amendment would also correct an earlier zoning error affecting parts of Henley Beach Road, Marion Road and Brooker Terrace by reducing maximum building heights to 3-storeys.

Consultation is open from Sunday 1 November to Monday 1 February 2027.

Residents, property owners, businesses and the wider community can view the proposal, explore maps of the affected areas and provide feedback through the YourSAy and PlanSA websites.

Online and in-person information sessions will also be held.
