Design Review is a voluntary, pre-lodgement service that provides proponents with access to expert, independent advice early in the design and planning process — when it can have the greatest impact.
During Design Review, a panel of built environment professionals — such as architects, landscape architects and urban designers — provides constructive feedback to support high-quality design, improve project outcomes, unlock value and more informed decision-making.
Design Review is guided by South Australia’s Principles of Good Design (PDF, 94.1 KB), which promote places that are contextual, inclusive, durable, valuable, high-performing and sustainable.
South Australia has two Design Review programs, both overseen by ODASA.
State Design Review
The State Design Review program is available to larger-scale development proposals assessed by the State Commission Assessment Panel, including:
- developments valued at $10 million or more within the City of Adelaide
- developments valued at $3 million or more in the Port Adelaide Regional Centre Zone
- developments of five storeys or more in designated Urban Corridor and District Centre zones
- any development located within the Design Overlay of the Planning and Design Code
State Design Review is overseen by the Government Architect and four appointed Chairs, and supported by a multidisciplinary panel of built environment experts.

Local Design Review
The Local Design Review Scheme provides a consistent, state-wide framework for councils to offer Design Review for council-assessed development proposals. It supports local governments to:
- promote good design outcomes in their communities
- improve access to independent and expert advice early in the planning and design process
- enable informed and consistent planning decisions
- facilitate collaboration between allied professionals
- strengthen alignment with the objects and principles of the Planning, Development and Infrastructure Act 2016
The Local Design Review Pilot Program is currently underway, with the following councils participating:
- City of Adelaide
- Rural City of Murray Bridge
- Town of Gawler
