New planning rules to better manage where adult entertainment premises can operate in the Adelaide CBD have been approved by the Minister for Planning.
The Adult Entertainment Premises Code Amendment will prevent adult entertainment premises from operating in identified exclusion areas across the most prominent and highly visible parts Adelaide CBD.
The exclusion areas are:
- King William Street
- North, South, East and West Terrace
- Victoria, Hurtle, Light, Whitmore and Hindmarsh Square
- Rundle Mall and Rundle Street
- An area of Gouger and Grote Street near the Adelaide Central Market
- Parts of CBD high streets at Hutt Street, Halifax Street and Sturt Street
- Residential areas of the south CBD
Additionally, adult entertainment premises would not be permitted in any part of North Adelaide.
The code amendment also means development applications for adult products and services stores will face closer scrutiny in areas where these types of uses may be considered, with council required to assess factors like advertising and shopfront presentation to minimise their impact on the streetscape.
The Planning and Design Code defines adult entertainment premises as venues offering sexually explicit entertainment such as nude or lap dancing, while adult products and services premises are stores that sell or display sexually explicit material, products or publications.
The Code Amendment was developed by the City of Adelaide, with the State Government working closely with Council throughout the process to ensure the final policy is clear, well-drafted and delivers the outcomes the community expects.
Applications for adult entertainment premises and adult products and services stores in the CBD will continue to be assessed by the City of Adelaide's own Council Assessment Panel, keeping decision-making in local hands rather than requiring referral to the State Commission Assessment Panel.
